The Church is to be ‘a Light to the Nations’. What is true of the Church and of individuals within it, will also be true of any group, institution, nation, whether religious or secular.

A nation with a spirit of true repentance, besides the above characteristics, will pay particular attention to the quality of life of all its members which is compatible with the quality of life of other nations. If a spirit of penitence takes hold of a nation it will abhor any form of narrow nationalism, just as an individual who is really penitent abhors egoism.

A nation without a spirit of repentance will be chiefly concerned with its own wealth and international status. The health of its economy and the strength of its defence system will be its main preoccupation. If the nation has a religious tradition, religion will be used to confirm its security policies.
